What Is QMSR and Why It Matters?
The Quality Management System Regulation (QMSR) is the FDA's mandatory framework governing how medical device manufacturers design, produce, package, label, store, and service their devices. Effective February 2, 2026, the QMSR replaced the previous Quality System Regulation (QSR) and incorporated by reference ISO 13485:2016, aligning FDA's requirements with the internationally recognized standard for medical device quality management systems. Any manufacturer engaged in the production of finished devices intended for the U.S. market is required to establish and maintain a quality management system that complies with the QMSR. Non-compliance renders a device adulterated under the Federal Food, Drug, and Cosmetic Act and exposes manufacturers to FDA enforcement actions, including warning letters, import alerts, and product seizure.
